亚行支持湖南省防范山洪



  亚洲开发银行(亚行)正在计划利用70万美元的技术援助赠款来支持中国湖南省防范山洪爆发的危害。
  该技援项目得到了西班牙政府的资金支持,计划协助中国政府研究、评估和制订针对湖南省湘、资、沅、澧四条大河36处重点防范地区的,投资省、效果好的防洪措施。并且,将根据这项工作来规划一个全面的防洪投资项目。
  亚行高级项目专家崔京爱女士(Kyeongae Choe)表示,"山洪爆发不仅会威胁到人民的生命财产安全,由于湖南各地对洪水的防范能力很弱,所造成的破坏也将阻碍该省的经济增长和发展。洪水对贫困人民带来的伤害最深。"
  近年来,湖南省经济增速较快,洪水对该省的6500万人民所带来的生命和财产损失非常巨大。
  在1996年的长江洪灾中,有145段防洪堤被冲垮,使得100多万人被迫在剩下的河堤上居住了长达数月之久。洪水造成的直接经济损失超过了12亿美元。
  对湖南省来说,每年的山洪爆发则是更为严重的威胁。山洪的直接影响和洪水过后排水不畅带来的问题影响到该省将近100万人民的生产生活,造成了重大的社会经济损失,让许多人面临生计问题。
  在1996年长江洪灾后,好些国际开发机构都提供了援助。但是,国际捐资机构至今尚未对防范山洪爆发提供过任何资金支持。
  崔京爱女士指出,"由于山洪总是突然爆发,相对而言更难进行控制。因此需要有及时有效的防范和应对机制。"
  湖南省政府意识到需要改善各地的防洪设施,已经在当前的五年计划(2001~2005)中安排了6.26亿美元的省内财政资金来进行相应的防洪建设。湖南省下一个五年计划(2006~2010)中的防洪投资重点将是改善山区城镇的防洪设施。
  上述技援项目计划在2005年1月完工,湖南省政府将是项目的执行机构。项目总预算为87.5万美元,其中西班牙政府提供了55万美元的资金,中国政府将提供相当于17.5万美元的物资劳务等,其余的15万美元则由亚行提供。

Planned Project to Help Protect Hunan, PRC, from Flash Floods
MANILA, PHILIPPINES (8 June 2004) - ADB is planning a project to help protect the province of Hunan, the People's Republic of China (PRC), from flash floods, through a technical assistance (TA) grant approved for US$700,000.
The TA, cofinanced by the Government of Spain, will help the Government in reviewing, assessing, and identifying cost-effective flood protection measures in 36 high priority areas along the four rivers of Hunan province - Li, Xiang, Yuan, and Zi.
An integrated flood management investment project will be drawn up based on this work.
"Aside from the danger posed to the lives and property of residents, the growth and economic development of the province is constrained by the risk of damage from flash floods, from which these cities have very little protection. The poor suffer the most from these floods," says KyeongAe Choe, an ADB Senior Project Specialist.
Floods have caused enormous loss of life and damage for the 65 million residents of the rapidly growing Hunan Province.
During the 1996 Yangtze flood, 145 flood protection dikes failed, forcing more than 1 million people to live for several months along the remaining dikes. This flood resulted in direct economic losses of more than $1.2 billion.
The more dangerous annual mountain river flash floods affect almost 1 million people in the province, either through the direct onset of floodwaters or poor drainage in the aftermath. The result is severe socioeconomic damage and disruption to livelihoods.
Several international development agencies have provided assistance in the aftermath of the Yangtze River floods. However, protection from mountain river flash floods has not received any funding support so far from the international donor community.
"Flash floods are more difficult to manage because of their rapid onset. They require immediate and effective protection and response mechanisms," says Ms. Choe.
The provincial government recognizes the need to improve flood protection for cities and has allocated $626 million of local funds in the current Five-Year Plan (2001-2005) to shore up the defenses. Flood control investments in the next Five-Year Plan (2006-2010) will be devoted to improving flood protection to cities in the mountainous areas.
The Hunan Provincial Government will execute the TA, which is due for completion in January 2005. The Government of Spain is financing $550,000 of the TA, and the PRC Government will contribute $175,000 equivalent towards the total cost of $875,000. ADB is providing the balance of $150,000 from its technical assistance fund.
